Fix

Disable USB Suspend

Device Manager → USB Root Hub → Properties → Power Management → Uncheck "Allow computer to turn off"

Check CPU Usage

Task Manager → Performance → CPU should be below 80%

Disable Enhance Pointer Precision

Control Panel → Mouse → Pointer Options → Uncheck "Enhance pointer precision"

Update Mouse Driver

Device Manager → Mice and other pointing devices → Update driver
